This parking lot is paved across from a mental health medical center. I spent one night there on a Friday night when the wind was strong on the coast. Mostly flat, very slightly sloping. I felt safe. You can hear cars passing on the road a bit, there was a bit of noise between midnight and 2am due to it being Friday (people talking loudly, cars driving by with music). I understand there may be a market on Wednesday mornings.
