Nice parking lot next to the ramparts. 15 minutes walk through nice park to Valetta. Many parking places along relatively quiet road. It feels safe, next to police garage. Around the corner in the botanical garden are free toilets (day, closed in the evening). We were there with our 6 meter alcove camper. If it is difficult to find a place during the day, come back at the end of the day. Then it will be empty.
