Before this, there are two large and much more convenient parking lots. One of them actually says "unattended parking," confirming that you can park there. Follow the signs for the lake, then turn right before the barrier (otherwise, your GPS might take you down another road that then becomes pedestrian-only). Ample parking near the lake. The road is a bit bumpy but manageable. The rest of the roads around the lake are blocked. There's a section where you can go down to the lake, a good spot for dogs. There are a few campers around, but plenty of space so you don't disturb each other. The highway is a bit close, but it was quiet at night.
